A complete operation is a chain. Every link is a tool of its own, and the result of one link is the start of the next.
The operation builder is in place: it brings interdiction, disable, boarding, loot and crew together into one plan and produces the package for Mission Control.

This works now: the operation builder hands the plan to the operations desk, and a real operation is created there – with phases, roles, loot and a lifecycle from PLANNED to COMPLETED. It is created there, signed in; this hub is public and creates nothing itself. In Mission Control it then sits next to the templates.
