The figures come straight from the register.
A public register of the verse’s organisations and the relationships between them. Every organisation is a node, every relationship a line between two nodes.
The organisations keep it up to date themselves. Anyone who represents an organisation can maintain its details and confirm relationships – with the sign-in BalduursGATE already has.
Only what is documented gets entered. Where there is no evidence it says UNKNOWN. That is not a placeholder but a statement: we do not know.
Faction character and relationship are separate. The character says how an organisation describes itself. The relationship says how two organisations stand towards each other. Neither follows from the other: a pirate organisation can be on friendly terms, a lawful one can be hostile.
No organisation is classified as “evil” here. There is no judgement, no ranking and no score – only statements with a source, agreement and a date.
